{"id":18866,"date":"2018-08-29T08:45:01","date_gmt":"2018-08-29T13:45:01","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/?p=18866"},"modified":"2018-09-04T08:56:54","modified_gmt":"2018-09-04T13:56:54","slug":"experts-condemn-the-trump-administrations-attack-on-strong-clean-car-standards","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2018\/08\/29\/experts-condemn-the-trump-administrations-attack-on-strong-clean-car-standards\/","title":{"rendered":"Experts condemn the Trump administration\u2019s attack on strong Clean Car Standards"},"content":{"rendered":"<p>Americans are already speaking out in droves against the Trump Administration\u2019s proposal to roll back America\u2019s <a href=\"https:\/\/www.edf.org\/federal-clean-car-standards\">Clean Car Standards<\/a>.<\/p>\n<p><a href=\"https:\/\/www.federalregister.gov\/documents\/2018\/08\/24\/2018-16820\/the-safer-affordable-fuel-efficient-safe-vehicles-rule-for-model-years-2021-2026-passenger-cars-and\">The proposal<\/a>, if finalized, would increase pollution by billions of tons, cost consumers hundreds of billions of hard-earned dollars at the gas pump, and attack long-standing state leadership on clean cars.<\/p>\n<p>The Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA) are now accepting public comments (<a href=\"https:\/\/membership.onlineaction.org\/site\/Advocacy?cmd=display&amp;page=UserAction&amp;id=3243\">you can write to them here<\/a>) and they\u2019ll hold three public hearings in September \u2013 in Fresno, California; Dearborn, Michigan; and Pittsburgh, Pennsylvania. (The administration had originally announced hearings in Los Angeles, Detroit and Washington D.C. \u2013 then abruptly cancelled them with no explanation.)<\/p>\n<p>But right from the beginning, before the public comment period even started, people across the country were <a href=\"https:\/\/blogs.edf.org\/climate411\/2018\/04\/06\/an-outpouring-of-support-for-clean-car-standards-in-the-face-of-pruitts-attempted-rollback\/\">voicing their concerns<\/a> about rolling back these critical protections. Automakers themselves, including <a href=\"https:\/\/medium.com\/cityoftomorrow\/a-measure-of-progress-bc34ad2b0ed\">Ford<\/a> and <a href=\"http:\/\/news.honda.com\/newsandviews\/pov.aspx?id=10275-en\">Honda<\/a>, have disavowed the path the Trump administration is taking.<\/p>\n<p>Here are a few of the more recent statements:<\/p>\n<p><!--more--><\/p>\n<p><strong>Health Organizations<\/strong><\/p>\n<p>&#8220;Our organizations \u2026 will urge the Environmental Protection Agency and the National Highway Traffic Safety Administration not to weaken fair and safe vehicle pollution limits that have proven successful in reducing pollution in the air we breathe.&#8221; \u2013 <em>The <\/em><a href=\"http:\/\/www.lung.org\/about-us\/media\/press-releases\/cleaner-car-standards.html\"><em>American Lung Association<\/em><\/a><em> and nine other groups <\/em><\/p>\n<p>\u201cThis is absolutely a health and safety issue. We know that reducing air pollution is a direct health hazard and not a theoretical one. This proposal by the administration will result directly in more heart attacks, more asthma attacks, more sick kids, and more spending out of our pockets for sick care.\u201d \u2013 <em>Dr. Georges Benjamin, executive director of the <\/em><a href=\"https:\/\/www.publicnewsservice.org\/2018-08-03\/climate-change-air-quality\/calif-vows-to-fight-feds-fuel-efficiency-roll-back\/a63583-1\"><em>American Public Health Association<\/em><\/a><\/p>\n<p><strong>Consumer Advocates<\/strong><\/p>\n<p>\u201cBoosting fuel economy can save fuel and lives. The justification for rolling back standards relies on inflated cost numbers and a failure to account for how automakers price entry level vehicles. Blocking all progress after 2020 and lowering pollution targets will undermine consumer savings, weaken our economy, and put the brakes on automaker innovation.\u201d \u2013 <a href=\"https:\/\/consumersunion.org\/news\/auto-regulators-move-to-freeze-fuel-efficiency-and-pollution-rules-will-hurt-consumer-pocketbooks-public-health\/\"><em>Consumers Union<\/em><\/a><em> Vice President of Advocacy David Friedman\u00a0 <\/em><\/p>\n<p>\u201cOur latest report completely refutes the Administration\u2019s flat-out wrong rationale for rolling back the standards. Safety is up, fuel economy is up and sales are up\u00a0\u2026The truth is that today\u2019s \u2018all-new\u2019 vehicles are the safest, most efficient, most desirable cars, trucks and SUVs in history, and consumers are responding by buying them in record numbers\u00a0\u2026\u00a0Fuel efficiency makes safety affordable.\u201d \u2013 <a href=\"https:\/\/consumerfed.org\/press_release\/trump-using-safety-to-kill-fuel-economy-standards-is-flat-out-wrong\/\"><em>Consumer Federation of America<\/em><\/a><em> Executive Director Jack Gillis<\/em><\/p>\n<p><strong>Labor Leaders<\/strong><\/p>\n<p>\u201cI believe that [the Clean Cars program] helps drive new industry and creates new jobs and forces these companies to look at these technologies which makes us all better in the state of Ohio.\u201d \u2013 <em>Rich Rankin, <\/em><a href=\"http:\/\/radio.wosu.org\/post\/trump-freezes-fuel-economy-standards-will-gm-lordstown-run-out-gas#stream\/0\"><em>United Auto Workers<\/em><\/a><em> (UAW) Regional Director in Toledo<\/em><\/p>\n<p>\u201cGetting more miles per gallon helps reduce our exposure to global oil price shocks we can neither control nor predict. It also reduces the dangerous carbon pollution that\u2019s driving the central environmental challenge of our time \u2014 global climate change\u2026 The clean car and fuel economy standards are helping us do that, while at the same time helping us bring back America\u2019s manufacturing leadership and jobs. We owe it to our workers, and we owe it to our children, to stay the course.\u201d \u2013 <em>Leo Gerard, President of <\/em><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2018\/08\/02\/stop-trump-rollback-obama-fuel-efficiency-standards-column\/833287002\/\"><em>United Steelworkers<\/em><\/a><em> and Rhea Suh, President of NRDC<\/em><\/p>\n<p>\u201cWalking back from the nation\u2019s current strong fuel economy standards is a mistake, plain and simple \u2026 Automakers and suppliers have made billions of dollars in investments and created hundreds of thousands of jobs nationwide ensuring that any vehicle a consumer chooses to buy \u2014 whether a car, truck, or SUV \u2014 gets more efficient every year. Strong standards keep that investment flowing and those jobs secure. The EPA\u2019s action to weaken fuel economy standards hurts Pennsylvania\u2019s consumers, workers, and everyone who wants to breathe cleaner air.\u201d \u2013 <a href=\"https:\/\/www.governor.pa.gov\/governor-wolf-trump-fuel-economy-roll-back-betrays-pa-consumers-workers\/\"><em>Pennsylvania Governor Tom Wolf<\/em><\/a><\/p>\n<p>\u201cClimate Mayors \u2014 the national coalition of 407 U.S. Mayors dedicated to pursuing solutions to global warming \u2014 denounces this unprecedented attack on both the environment and states&#8217; rights, and vows to continue moving forward on transportation policies that help reduce the impact of climate pollution.\u201d \u2013 <a href=\"https:\/\/www.lamayor.org\/mayor-garcetti-and-climate-mayors-representing-407-cities-denounce-trump-administrations-proposed\"><em>Climate Mayors<\/em><\/a><\/p>\n<p><strong>Current and Former Government Officials <\/strong><\/p>\n<p>\u201cThe Trump Administration is proposing to weaken clean cars standards in ways that give foreign markets and Oil &amp; Gas companies a boost while the U.S. will be stuck in reverse. Their strategy to Make America Great Again runs contrary to sound science and the law, threatens to blow up a carefully crafted national program that met the expressed wishes of American businesses and offered tremendous cost savings to consumers, undermines states rights, and calls into questions the safety of U.S. automobiles \u2013 not to mention our country\u2019s obligation to reduce the greenhouse gases that fuel climate change.\u201d \u2013 <a href=\"https:\/\/twitter.com\/mirandacgreen\/status\/1025020376743653377\"><em>Gina McCarthy<\/em><\/a><em>, former EPA Administrator, now Director of Harvard\u2019s Center for Health and the Global Environment<\/em><\/p>\n<p>\u201cThe Trump Administration\u2019s ability to snatch defeat from the jaws of victory continues to amaze me\u2026 Our transportation sector is the largest source of carbon dioxide emissions. This misguided proposal will cost consumers billions at the pump and lead to uncertainty for domestic automakers \u2014 putting them at a competitive disadvantage compared to companies in China and elsewhere that are investing in cleaner cars.\u201d \u2013 <em><a href=\"https:\/\/twitter.com\/SenSchumer\/status\/1025117551171448832\">Senator Chuck Schumer of New York <\/a><\/em><\/p>\n<p>\u201cThis Administration has put a target on California\u2019s back \u2014 but we will not let them roll back the progress we\u2019ve made to fight climate change.\u201d \u2013 <a href=\"https:\/\/twitter.com\/KamalaHarris\/status\/1025029931456253952\"><em>Senator Kamala Harris of California<\/em><\/a><\/p>\n<p><strong>Legal Scholars<\/strong><\/p>\n<p>\u201c[H]ere is the fundamental problem EPA\/DOT face:\u00a0 how can EPA have said \u2014 as it has \u2014 that greenhouse gas emissions from cars endanger public health and welfare and then fail to regulate them to get those emissions to decline?\u201d \u2013 <a href=\"http:\/\/legal-planet.org\/2018\/08\/02\/the-trump-administration-just-released-its-proposal-to-eviscerate-car-standards-revoke-california-authority\/\"><em>Ann Carlson<\/em><\/a><em>, Faculty Director of the UCLA Emmett Institute on Climate Change and the Environment <\/em><\/p>\n<p>\u201cIf the Trump administration succeeds in scuttling the federal standards and neutralizing California, it could be the most significant setback for American progress on climate change so far under President Trump. Worse, this disastrous policy could continue well beyond his tenure. Future presidents could not simply undo the decision, if courts rule that the Trump administration\u2019s interpretation of the law is categorically correct. I can&#8217;t say that they&#8217;re looking into it holistically and looking at all those factors. We\u2019ve kind of resolved the issue that mass reductions do not inherently increase fatalities.\u201d \u2013 <em>Tom Wenzel, research scientist at <\/em><a href=\"https:\/\/www.eenews.net\/stories\/1060091777\"><em>Lawrence Berkeley National Laboratory<\/em><\/a><em> in the Energy Efficiency Standards group<\/em><\/p>\n<p>\u201cThe administration doubles down on their flawed cost assessment by contending that vehicle price increases associated with stricter CAFE standards will induce people to hold onto vehicles longer. The thing is, even though efficiency standards are being implemented all over the globe and have been for years, there is no evidence of any such an effect \u2026 [T]he evidence shows that freezing CAFE standards is hard to justify on economic, social, environmental, or legal grounds.\u201d \u2013 <em>Dan Sperling, Director of the Institute of Transportation Studies at the <\/em><a href=\"https:\/\/www.forbes.com\/sites\/danielsperling\/2018\/08\/02\/trying-to-make-sense-of-trumps-rollback-of-vehicle-standards\/#23280d26e71a\"><em>University of California, Davis<\/em><\/a><\/p>\n<p>\u201cMichigan\u2019s automakers have the technology and intellectual capital needed to meet ever-tighter MPG and GHG emission targets. The standards are designed with flexibility in mind, and have already adjusted to the shift back to SUVs and other light trucks \u2026 [the proposed rollback is a] denial of basic science and a denial of American automakers\u2019 engineering capabilities and ingenuity.\u201d \u2013 <em>John M.
