Photo: Every Car Listed<\/em><\/figcaption><\/figure>\n<p>America\u2019s\u00a0<a href=\"https:\/\/www.edf.org\/federal-clean-car-standards\">Clean Car Standards<\/a>\u00a0are one of our biggest success stories, yet the Trump Administration is preparing to dramatically weaken them.<\/p>\n<p><a href=\"http:\/\/www.latimes.com\/politics\/la-na-pol-mileage-20180427-story.html\">News reports<\/a> say the Trump Administration is also taking aim at state leadership on clean cars, by preparing to challenge California\u2019s and 12 other states\u2019 authority to maintain more protective standards.<\/p>\n<p>Here\u2019s what you need to know:<\/p>\n<p><!--more--><\/p>\n<p><strong>1. The Clean Car Standards protect our health and our climate <\/strong><\/p>\n<p>The transportation sector is now America\u2019s largest contributor of climate pollution. It is also a significant source of harmful soot and smog-causing pollution.<\/p>\n<p>The Environmental Protection Agency (EPA) estimates that the Clean Car Standards would reduce climate pollution by\u00a0<a href=\"https:\/\/nepis.epa.gov\/Exe\/ZyPDF.cgi\/P100EZ7C.PDF?Dockey=P100EZ7C.PDF\">six billion tons<\/a>\u00a0over its lifetime and cut other dangerous air pollutants as well. Six billion tons is how much climate pollution America\u00a0<a href=\"https:\/\/www.epa.gov\/ghgemissions\/sources-greenhouse-gas-emissions\">emits in a year<\/a> \u2013 from all sources and all sectors.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2018\/04\/MTE-Relaxation-Impacts-Final.pdf\">EDF\u2019s own recent analysis<\/a> shows that more than two billion tons of climate pollution reductions are at risk under the Trump Administration\u2019s proposed rollback of the U.S. standards.<\/p>\n<p>The\u00a0<a href=\"http:\/\/www.lung.org\/assets\/documents\/advocacy-archive\/letter-from-health-and.pdf\">American Lung Association<\/a>\u00a0and twelve other public health organizations have all underscored the importance of maintaining protective clean cars standards.<\/p>\n<p><strong>2. State leadership is under attack<\/strong><\/p>\n<p>California\u2019s and 12 other states\u2019 vehicle standards are firmly rooted in the fabric of the Clean Air Act, apply to a third of U.S. car sales, and have long provided effective protections for millions of Americans.<\/p>\n<p>For more than half a century, the Clean Air Act has contained express authority for California to set more protective standards to meet its compelling air pollution problems. The Clean Air Act also allows other states to adopt and enforce California\u2019s standards \u2013 currently, twelve other states and the District of Columbia have done so.<\/p>\n<p>State leadership has long played a key role in spurring the development and deployment of clean car solutions, like smog-fighting catalytic converters, and has resulted in enormous health benefits for Americans across the country.<\/p>\n<p>Today a third of U.S. new car sales are covered by the coalition of states that have committed to protective clean car standards.<\/p>\n<p>Last week, EPA Administrator Scott Pruitt testified to Congress that these states\u2019 clean car standards were not in imminent danger. Pruitt was asked if EPA intends to begin proceedings to revoke California\u2019s authority to set its own clean cars standards. He replied, \u201cnot at present.\u201d (<em>See <\/em><a href=\"https:\/\/protect-us.mimecast.com\/s\/usbPCOYZDvhpA02gUPL7gD?domain=c-span.org\"><em>C-SPAN video<\/em><\/a><em> at 1:49:56<\/em>)<\/p>\n<p>But one day later, <a href=\"http:\/\/www.latimes.com\/politics\/la-na-pol-mileage-20180427-story.html\">news reports said<\/a> the Trump Administration would begin challenging California\u2019s standards \u201cwithin days.\u201d<\/p>\n<p>Such an attack by the Trump Administration is contrary to law and would result in substantial harm to Americans through increased air pollution and lost financial savings from decreased fuel use.<\/p>\n<p><strong>3. Millions of Americans save money because of the Clean Car Standards <\/strong><\/p>\n<p>The Clean Car Standards are a win-win \u2013 in addition to reducing pollution, they save people money at the gas pump.<\/p>\n<p>Over the lifetime of the standards, American families and businesses will save\u00a0<strong><em>more than a trillion dollars<\/em><\/strong>.<\/p>\n<p>Drivers are already benefiting from our existing Clean Car Standards. For example, each Ford F-150 truck bought in 2015 uses about\u00a0<a href=\"https:\/\/www.bluegreenalliance.org\/resources\/combating-climate-change-426000-pickup-trucks-at-a-time\/\">180 fewer gallons of gas a year<\/a>\u00a0than earlier models. That saves its owner eight trips to the gas station and up to $700 per year, depending on the price of fuel.<\/p>\n<p>In my state \u2013 Colorado \u2013 rolling back the clean car standards would <a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2018\/04\/clean-cars-CO-analysis_4-30-18.pdf\">deprive the average Coloradan<\/a> of up to $5,000 in fuel savings over the life of their car or truck, depending on oil prices. We\u2019d also lose the tremendous climate and health benefits associated with these protections.<\/p>\n<p>For the 86 percent of Americans who finance their car or truck with a five-year loan, the Clean Car Standards provide\u00a0<em>immediate<\/em> real world cost savings from cleaner, more efficient vehicles. This is true even if gas prices start going down.<\/p>\n<p><strong>4. Many automakers and suppliers don\u2019t want this rollback and have urged the Trump administration to work with California <\/strong><\/p>\n<p>A rollback of our Clean Car Standards would create discord to no one\u2019s benefit.<\/p>\n<p>For example, Ford and Honda have urged the Trump administration<em> not<\/em> to dismantle the effective partnership between EPA, the National Highway Traffic Safety Administration, and California that has given automakers a single national standard to meet.<\/p>\n<p>Honda stated \u201c<a href=\"http:\/\/news.honda.com\/newsandviews\/pov.aspx?id=10275-en\">we do not support their rollback<\/a>,\u201d and noted the importance of \u201cmaintain[ing] consistency between federal standards and those adopted by California.\u201d<\/p>\n<p><a href=\"https:\/\/medium.com\/cityoftomorrow\/a-measure-of-progress-bc34ad2b0ed\">Ford also publicly disavowed<\/a> the rollback and the attack on California, saying \u201cwe support increasing clean car standards through 2025 and are not asking for a rollback.\u201d Ford also stated \u201cwe want one set of standards nationally.\u201d<\/p>\n<p>James Verrier, the CEO of Borg Warner \u2013 a leading component supplier based in Michigan \u2013 noted that his company <a href=\"http:\/\/www.thedrive.com\/tech\/7724\/not-all-auto-execs-want-trump-to-roll-back-epa-fuel-standards\">wants to maintain and build<\/a> on America\u2019s protective Clean Car Standards, saying \u201cdo not slow down the pace on CAFE standards\u201d and \u201cwe\u2019ve come a long way as an industry and we need to keep going forward. Don\u2019t go backwards and don\u2019t slow down.\u201d<\/p>\n<p>The Automotive Technology Leadership Group, a coalition of five automotive trade associations, recently <a href=\"https:\/\/advancedengines.org\/wp-content\/uploads\/2018\/02\/StatementofPrinciples_v4.pdf\">issued a set of principles<\/a> that included their position on this issue. They said \u201cit is very important that there be a coordinated national light duty vehicle program setting fuel economy and greenhouse gas standards that continue to make progress on reducing emissions and oil consumption while saving consumers money at the gas pump.\u201d The group also urged the National Highway Traffic Safety Administration and EPA to work with California.<\/p>\n<p><strong>5. We have the know-how to exceed these standards<\/strong><\/p>\n<p>Improvements under our existing Clean Car Standards are both technically feasible and affordable. Automakers and suppliers are developing and\u00a0deploying\u00a0<a href=\"https:\/\/www.epa.gov\/sites\/production\/files\/2017-01\/documents\/420r17001.pdf\">innovative technologies faster<\/a>\u00a0than anticipated when the standards were finalized.<\/p>\n<p>EPA, the Department of Transportation, and the California Air Resources Board conducted an exhaustive technical review of the auto industry\u2019s ability to meet the 2022 to 2025 model year standards. They found extensive evidence that the automotive industry can meet those standards at lower costs than predicted when the standards were initially finalized in 2012.<\/p>\n<p>Since the Clean Cars Standards began in 2012, we have roughly <a href=\"https:\/\/www3.epa.gov\/otaq\/fetrends-complete.htm\">doubled\u00a0the number of SUVs<\/a> that get 25 miles per gallon or more, the number of cars that get 30 miles per gallon or more, and the number of cars that get 40 miles per gallon or more.<\/p>\n<p>Today there are already more than\u00a0<a href=\"https:\/\/www.epa.gov\/sites\/production\/files\/2017-01\/documents\/420r17001.pdf\">100 car, SUV, and pickup models<\/a> on the market that meet standards set for 2020 and beyond.<\/p>\n<p>If any changes are made, the standards should be\u00a0<em>strengthened<\/em>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>America\u2019s\u00a0Clean Car Standards\u00a0are one of our biggest success stories, yet the Trump Administration is preparing to dramatically weaken them.
