Photo: Every Car Listed<\/figcaption><\/figure>\n<p>(<em>EDF Legal Fellow Erin Murphy co-authored this post<\/em>)<\/p>\n<p>EPA Administrator Scott Pruitt just announced his intention to rollback one of our country\u2019s biggest climate success stories \u2013 <a href=\"https:\/\/www.edf.org\/federal-clean-car-standards\">clean car standards<\/a> that reduce pollution and save Americans money at the pump.<\/p>\n<p>In a <a href=\"https:\/\/www.cnn.com\/2018\/04\/03\/politics\/pruitt-epa-avoided-tough-questions\/index.html\">closed-door ceremony<\/a>, Pruitt kicked off a process to weaken these standards \u2014 placing at risk as much as two billion tons of climate pollution reductions and $460 billion in consumer savings.<\/p>\n<p><a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-administrator-pruitt-ghg-emissions-standards-cars-and-light-trucks-should-be\">His determination<\/a> cited the auto industry dozens of times yet made no mention of people\u2019s health or climate change, and cited <em>zero<\/em> EPA analyses justifying the rollback.<\/p>\n<p>Even some auto industry leaders have raised concerns about this attack:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.nytimes.com\/2018\/03\/30\/climate\/epa-auto-pollution-pruitt.html\">Honda<\/a>: \u201cWe didn\u2019t ask for that,\u201d said Robert Bienenfeld, assistant vice president in charge of environment and energy strategy. \u201cThe position we outlined was sensible.\u201d<\/li>\n<li><a href=\"https:\/\/medium.com\/cityoftomorrow\/a-measure-of-progress-bc34ad2b0ed\">Ford<\/a>: \u201cWe support increasing clean car standards through 2025 and are not asking for a rollback.\u201d<\/li>\n<li>Adam Lee, chairman of <a href=\"https:\/\/www.nytimes.com\/2018\/04\/02\/climate\/trump-auto-emissions-rules.html\">Lee Auto Malls<\/a>: \u201cTrump has been saying these standards are crushing the auto industry. But we\u2019ve had record years for the past four or five years, in terms of sales and profit. It almost makes you think he doesn\u2019t have the facts.\u201d<\/li>\n<li><a href=\"https:\/\/advancedengines.org\/wp-content\/uploads\/2018\/02\/StatementofPrinciples_v4.pdf\">Automotive Technology Leadership Group<\/a>: \u201cIt is in the nation\u2019s best interest for the U.S. to continue leading in the development and manufacture of the cleanest and most efficient vehicles in the world. The innovation brought on by competition and our national performance standards has created hundreds of thousands of jobs in this country and significant market opportunities for U.S. companies abroad.\u201d<\/li>\n<\/ul>\n<p>Pruitt\u2019s announcement has even generated a backlash in the most auto-industry-friendly place in America \u2013 Detroit.<\/p>\n<p>In a strongly-worded editorial, the Detroit Free Press accused auto companies of reneging on their deal with the American taxpayer:<\/p>\n<ul>\n<li>\u201c[T]he auto bailout\u00a0was more than a federally guaranteed loan; it was a multi-lateral agreement that your companies would henceforth go about the\u00a0business of manufacturing cars and trucks more thoughtfully than they had in the past \u2026 [M]anufacturing more fuel-efficient vehicles that would cost less to operate and spew a dramatically smaller amount of greenhouse gases into the atmosphere was part of the bargain that saved your lives.\u201d \u2013 <a href=\"https:\/\/www.freep.com\/story\/opinion\/columnists\/brian-dickerson\/2018\/04\/05\/fuel-economy-rollback\/487173002\/\">Detroit Free Press editorial<\/a><\/li>\n<\/ul>\n<p>The clean car standards have strong public support across the country. A recent <a href=\"http:\/\/www.lung.org\/assets\/documents\/healthy-air\/poll-results-voters.pdf\">American Lung Association poll<\/a> showed that nearly seven in 10 voters want EPA to leave current fuel efficiency standards in place.<\/p>\n<p>That support is reflected in the broad outpouring of support for clean cars expressed in the run up to, and aftermath of, Pruitt\u2019s rollback announcement. A diverse group of leaders recognizes that weakening these protections will cost Americans money, hurt our health, and harm our national security:<\/p>\n<ul>\n<li>\u201cThanks to emissions and efficiency standards, consumers have saved billions of dollars on fuel over the last 5 years. And if the standards were protected instead of undermined, consumers could expect to save a lot more over the next decade. It would be wasteful to discard those consumer savings, but EPA now appears poised to do just that.\u201d &#8211; Shannon Baker-Branstetter, <a href=\"http:\/\/consumersunion.org\/news\/epa-fd-rollback\/\">Consumers Union<\/a><\/li>\n<li>\u201cThe American Lung Association strongly opposes EPA Administrator Scott Pruitt\u2019s decision to revise the clean car standards \u2026 Transportation is the nation\u2019s single largest contributor of carbon pollution, which drives climate change. Starting a process to weaken clean car standards marks yet another step backward from the fight to curb climate change. Climate change poses serious threats to millions of people, especially to some of the most vulnerable Americans, including children, older adults and those living with chronic diseases such as asthma.\u201d &#8211; <a href=\"http:\/\/www.lung.org\/about-us\/media\/press-releases\/strong-clean-car-standards.html\">American Lung Association<\/a> CEO Harold Wimmer<\/li>\n<li>\u201cWeakening CAFE and reducing future U.S. net oil exports will further diminish the future global energy leverage of the United States and leave the country and its allies on a more precarious footing.\u201d &#8211; <a href=\"https:\/\/www.cfr.org\/blog\/why-fuel-economy-standards-matter-us-energy-dominance\">Council on Foreign Relations blog, 3\/13\/18<\/a><\/li>\n<\/ul>\n<p>Political leaders across the country have voiced strong bipartisan support for the existing clean car standards:<\/p>\n<ul>\n<li>\u201cToday\u2019s EPA decision on vehicle emissions won\u2019t prevent us from fulfilling what we believe is an obligation to protect Colorado\u2019s air and the health of our citizens. Many of our auto manufacturers are making cars cleaner and more efficient. Indeed, many support the existing stricter standards. It doesn\u2019t make sense that the EPA would take us backwards. Who is the EPA trying to protect?\u201d &#8211; <a href=\"https:\/\/twitter.com\/GovofCO\/status\/980887486984417280\">Colorado Governor<\/a> John Hickenlooper:<\/li>\n<li>\u201cAs U.S. attorneys general, mayors and county executives, we \u2013 not federal officials in Washington, D.C. \u2013 are primarily responsible for the transportation systems upon which our residents and our local and regional economies depend. A clean, efficient and high-performance vehicle fleet is an essential component of these systems. We strongly support the current federal standards for such a modern vehicle fleet agreed to in 2012 by the automotive industry, the federal government and the State of California.\u201d &#8211; A Coalition of <a href=\"https:\/\/www.bbhub.io\/dotorg\/sites\/28\/2018\/04\/Local-Leaders-Clean-Car-Declaration.pdf\">12 State Attorneys General and Over Fifty Mayors<\/a><\/li>\n<li>\u201cToday\u2019s announcement by EPA Administrator Pruitt to weaken vehicle emissions standards is in direct conflict with the agency\u2019s mandate to reduce air pollution.\u00a0This decision will increase air pollution and limit innovative technology advancements that bring cleaner, more efficient cars to market. We support the current federal standards agreed to in 2012 by the automotive industry, the federal government,\u00a0and the State of California.\u00a0 These standards are helping to drive the global transition to more efficient transportation technologies. They also protect the health of our communities and reduce the pollution that is changing our climate.\u201d\u00a0&#8211; <a href=\"https:\/\/www.usclimatealliance.org\/publications\/2018\/4\/2\/oppose-federal-weakening-of-pollution-standards-us-climate-alliance-joint-statement\">17 Governors of states across the country and Puerto Rico <\/a><\/li>\n<\/ul>\n<p>Labor and investment experts have also recognized that the clean car standards are essential for long-term American auto sector innovation, vitality, and jobs:<\/p>\n<ul>\n<li>\u201cThe current standards have helped bring back, secure, and create jobs nationwide; they have reduced pollution; saved consumers billions at the pump; and have been integral to growing and sustaining America\u2019s manufacturing sector over the past decade. Weakening the rules \u2014 which is indicated to be the intent of today\u2019s decision \u2014 could put American jobs at risk today and in coming years, and would threaten America\u2019s competitiveness in manufacturing critical technology.\u201d &#8211; <a href=\"https:\/\/www.bluegreenalliance.org\/the-latest\/bluegreen-alliance-statement-on-fuel-economy-standards-midterm-review-decision\/\">BlueGreen Alliance<\/a> Director of Advanced Vehicles and Transportation, Zoe Lipman<\/li>\n<li>\u201cStrong national fuel economy and emissions standards spur innovation and open the door to tremendous economic opportunities. They represent an investment in technological and economic leadership.
