As our climate warms, we\u2019re experiencing ever-more devastating storm surges and record rainfalls during hurricane season \u2013 which is also why these storms are becoming more destructive and costly.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\"><strong>Evaporation means storms carry more water<\/strong><\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">Harvey, which formed quickly in an abnormally warm Gulf of Mexico, is dumping historic amounts of rain\u00a0\u2013\u00a030-plus inches in the Houston area so far \u2013\u00a0with more expected, leading to catastrophic flooding in America\u2019s fourth largest city.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">So why do hurricanes bring more rain in a warmer climate?\u00a0<a href=\"https:\/\/www.edf.org\/climate\/climate-change-and-extreme-weather\">Evaporation intensifies as temperatures rise<\/a>, increasing the amount of water vapor that storms pull into their systems as they travel across warm oceans. That makes for higher rainfall and more flooding when they hit land.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">Unfortunately for Texas, Harvey has stalled out as a tropical storm, now drenching parts of Texas and Louisiana.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\"><strong>Sea level rise makes storm surges worse<\/strong><\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">Storm surge occurs when waters rise above their normal levels and are pushed inland by wind.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\"><a href=\"https:\/\/www.edf.org\/blog\/2015\/08\/26\/10-years-after-katrina-were-race-against-time\">With Katrina<\/a>, which hit land as a Category 3 hurricane, it was the storm surge that caused the levees to fail, leading to destruction to the New Orleans area. Storm surge was also responsible for an extra $2 billion in damage to New York City\u00a0<a href=\"https:\/\/www.edf.org\/blog\/2013\/11\/14\/rebuilding-resiliency-eye-toward-next-hurricane-sandy\">after Sandy hit\u00a0<\/a>that area in 2012,\u00a0<a href=\"https:\/\/eos.org\/articles\/sea-level-rise-added-2-billion-to-sandys-toll-in-new-york-city\">according to a Rand report<\/a>.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">This increasing phenomena is due, in large part, to sea level rise, which is triggered by\u00a0<a href=\"https:\/\/www.edf.org\/climate\/9-ways-we-know-humans-triggered-climate-change\">human-caused global warming<\/a>\u00a0as warmer ocean water expands and land ice melts. The average global sea level has already increased by more than half a foot since the Industrial Revolution.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\"><strong>Storm-related flooding is on the rise<\/strong><\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">The devastating flooding we\u2019re seeing in Houston is unusual because of its scale, but heavy rains and bad flooding are becoming the new normal in parts of our country as temperatures rise. Intense single-day rain events that cause flooding are\u00a0<a href=\"https:\/\/www.edf.org\/blog\/2016\/09\/01\/we-just-had-five-1000-year-floods-less-year-whats-going\">on the rise<\/a>.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">Historic weather data measured since 1910 shows that in the contiguous 48 states,\u00a0<a href=\"https:\/\/www.epa.gov\/climate-indicators\/climate-change-indicators-heavy-precipitation\">nine of the top 10 years<\/a>\u00a0for extreme one-day rain events have occurred since 1990.<\/p>\n<p style=\"margin: 0px 0px 25px;padding: 0px;border: 0px currentColor;color: #000000;text-indent: 0px;letter-spacing: normal;font-family: Georgia, 'Times New Roman', Times, serif;font-size: 14.25px;font-style: normal;font-weight: normal;vertical-align: baseline;background-color: #ffffff\">We don\u2019t yet know what kind of damage Harvey or future hurricanes will cause.
