P.C.: Legislature to Have a Role?

Negotiations underway in Sacramento seem to suggest that the Legislature wants a peripheral canal. (See the San Diego Union-Tribune's Newsblog)
Several key questions have yet to be addressed: will there be federal participation and what will the constraints be on a proposed Peripheral Canal?
We also have a question of our own: when did the State contractors promise to fork over $4 billion for a Canal?

Federal money obviously makes no sense (local issue) and the contractors should pay for some of the canal. Perhaps they should pay for ALL of the canal if one believes that the delta would not need one if not for the contractors. OTOH, the contractors *do* have some rights to Delta water and those rights may be harmful to others. If the canal will reduce that harm, "others" should help pay.
