The beat goes on with 13 new additions to the Candidate List under REACH

The number of chemicals identified as “substances of very high concern” (SVHCs) in the European Union continues to grow.  With today’s addition of 13 new chemicals, there are now 84 entries (representing 92 Chemical Abstract Service (CAS) registration numbers) on REACH’s Candidate List for Substances of Very High Concern for Authorisation.

The European Chemicals Agency (ECHA) added the 13 chemicals based on each chemical’s classification as Carcinogenic, Mutagenic, or Toxic for Reproduction (CMR).  [UPDATE:  Of the new batch, two are among the 83 TSCA workplan chemicals recently identified by EPA as priorities for risk assessment, and five were reported as being in U.S. commerce in 2006.  With the new addition, a total of 48 of the 92 CAS numbers on the Candidate List were reported as in commerce in the U.S. in 2006.  Additionally, 20 of the 92 CAS numbers on the Candidate List are included among the TSCA workplan chemicals.] Read More »

A ray of sunlight up ahead: ECHA to release more information through REACH dossiers

After many months of increasing the quantity but not the quality of dossiers available to the public for chemicals registered under REACH, the European Chemicals Agency (ECHA) has recently announced two improvements.  (REACH is the European Union’s regulation for the Registration, Evaluation, Authorization and Restriction of Chemicals.)  According to the agency, the public will soon have access to more data from the dossiers that were submitted by companies as part of the first wave of REACH’s Registration process.

In a press release issued a couple of weeks ago, ECHA announced that it will publish information from registered chemicals’ Safety Data Sheets – including the identity of the registrant and whether the chemical was found to be Persistent, Bioaccumulative and Toxic (PBT).  And last week, ECHA said it will also publish (by June) the aggregate production volume ranges (called “tonnage bands”) for chemicals registered under REACH.  These decisions will improve ECHA’s record on disclosure and transparency by increasing the amount of both hazard and exposure data available to the public on chemicals in use.  Read More »

ECHA gives a CoRAP: REACH substance evaluation kicks off with list of target chemicals

Posts to this blog concerning REACH – the European Union’s regulation for the Registration, Evaluation, Authorization and Restriction of Chemicals – have dealt mainly with the “R” and “A”.  A few weeks ago, the European Chemicals Agency (ECHA) took a first big step to capitalize on the “E” (Evaluation).

Specifically, the final 2012-2014 Community Rolling Action Plan (CoRAP) was published on February 29th (see ECHA’s press release).  After many months of consultation with the Member States, ECHA has released the list of 90 chemicals that will be the first to undergo REACH’s substance evaluation process in 2012, 2013, and 2014.

Existing data guided the prioritization process that led to the production of this list, but REACH’s authorities granted for substance evaluation will allow ECHA and the Member States to gather new information to fill data gaps.  This new information will help to improve both governmental and public knowledge about the risks these chemicals may pose to human health and the environment.  Read More »

More “A”-level work under REACH: ECHA adds eight chemicals to the Authorization List

The European Commission has formally added eight more chemicals to the list of chemicals subject to authorization under the European Union’s Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals (REACH).  These eight chemicals, which were proposed for addition to the Authorization List (or Annex XIV) in December 2010, join the six inaugural chemicals that were formally listed last February (see EDF’s blog post on that occasion).  The full Authorization List is available on ECHA’s website; the list also specifies the corresponding sunset date by which time uses of a chemical must cease unless specifically authorized. REACH starts to earn its "A": 20 chemicals headed to the Candidate List and 13 to Authorization

The European Chemicals Agency (ECHA) has been busy this week implementing the EU's chemical regulation, REACH (short for Registration, Evaluation, Authorization and Restriction of Chemicals).

On Monday, ECHA announced it has added 20 more Substances of Very High Concern (SVHCs) to REACH's Candidate List.  These SVHCs are now eligible for later addition to Annex XIV, the list of SVHCs subject to Authorization.

Separately, the agency today forwarded its final recommendation that 13 chemicals already on the Candidate List be formally added to Annex XIV.  (We had blogged earlier about ECHA's initial recommendation proposing these 13 SVHCs for Authorization.)  If the European Commission confirms this addition, after a specified sunset date, the use of these will be allowed only if specifically authorized by EU authorities.  Read More »

A new power couple: The combined impact of the microbiome and chemical exposures on disease susceptibility (Part 2 of 2)

In Part 1 of this two-part post, I reviewed scientific evidence that the gut microbiome interacts with ingested chemicals to influence susceptibility to obesity and diabetes.  This hypothesis is the focus of a recent review article by Suzanne Snedeker and Anthony Hay.  Having reviewed evidence of the link between the microbiome and obesity and diabetes as well as the link between chemical exposures and obesity and diabetes, we now proceed to address this question:  Can the gut microbiome act in concert with ingested synthetic chemicals to predispose people to obesity and diabetes?

When you’re standing at the kitchen counter this holiday season wrestling with the nebulous world of weight gain, think about synthetic chemicals.  A good number of them are in you.  And studies show that some of them are pretty busy in there, interacting with various biological systems – including your metabolism.

But they’re not the only show in town.  Microbes are busy in your gut doing important things like digesting food and degrading harmful compounds.  But could they also influence the size of your love handles?  New science suggests that these microbes—in concert with certain chemicals—may have just this effect.

It is becoming increasingly clear that it’s not just your genes and your self control that determine your risk for obesity and related complications like diabetes.  Environmental factors are a big part of the equation, and those factors just might extend to synthetic chemicals to which you’re exposed, such as the flame retardants in your furniture and the plasticizers in food can linings.  Read More »

New Ways in the Ancient World: Japan and China advance their chemicals policies

This isn’t the first time on this blog that we’ve observed that chemicals reform is popping up all over the world.  Whatever their strengths and shortcomings, the 1999 amendments to the Canadian Environmental Protection Act and the European Union’s REACH Regulation got the ball rolling.  The momentum of chemicals reform is reaching around the globe as governments pay more attention to the risks posed by chemicals.  In this post, we will focus on recent developments in Japan and China.

What are you, really? How our microbiome mediates chemical exposures

For millennia people have contemplated the question “who am I?”  But how about the even more fundamental question, “what am I”?  The human body is made up of about 10 trillion cells that form our tissues and organs.  But did you know that the human gut is the home to microbes that comprise 10 times more – that is, 100 trillion – cells?  And that, while the human genome contains about 23,000 genes, there are some 3 million genes in the microbes living in the human gut?  Obviously, this complicates things.  It arguably means we could be considered to be more microbe than human!

These numbers should tip us off to the importance of what is known as our “microbiome.”  New science is shedding light on the central function of the microbiome as a mediator between external agents to which we’re exposed and the impacts of those exposures.  Recent studies show, for example, that as chemicals pass through the gastrointestinal tract, they undergo major changes in bioavailability (i.e., how easily they are taken up into our bodies) and in their toxicity.  Recognition of the role of the microbiome is shifting the playing field for toxicology in fundamental ways.   Read More »

More progress under REACH: 13 more chemicals en route to the Authorization list

The European Chemicals Agency (ECHA), the agency responsible for implementation of the EU’s REACH Regulation, posted a press release last week listing 13 chemicals it proposes to advance from its list of "Substances of Very High Concern" (SVHCs), also known as the Candidate List for Authorization, to its list of chemicals subject to Authorization, also known as Annex XIV.

Authorization is one of the main pillars of REACH, via which use of designated SVHCs is limited to those uses specifically authorized by EU authorities. Following the public consultation period that is now underway, some or all of the 13 chemicals will move to the Authorization list.   Read More »
