The Lieberman-Warner Climate Security Act is scheduled for Senate debate and vote the first week in June. We’re closer than we’ve ever been to passing legislation but we still have a long way to go (see our previous post, How a Bill Moves Through Congress).

The next month will be crucial, as we talk to senators who are still on the fence. Many are leaders whose management skills will be put to the test.

Operation Climate Vote

A bill has to pass both the House and the Senate to become law (see our previous post on how a bill moves through Congress). A climate change bill hasn’t yet been introduced in the House, but the Lieberman-Warner Climate Security Act already has passed out of committee in the Senate.

Whether the bill is brought to the Senate floor for discussion and vote is up to majority leader Harry Reid (D-Nev), and Reid has taken this step. The bill will be considered by the full Senate in the first week of June.

Will it pass? It’s possible, but we need your support!

We’re closer than ever to passing national climate legislation:

• Senator Barbara Boxer (D-CA) predicts a Senate floor vote in June.
• House Energy and Commerce Committee Chairman John Dingell (D-MI) signals he’ll circulate a bill in April.
• House Energy and Air Quality Subcommittee Chairman Rick Boucher (D-VA) says there’s a 50-50 chance of passing climate legislation this year.

But we need to maintain grassroots pressure to keep legislators focused on the need to pass a bill this year.

Last night the Senate Environment and Public Works (EPW) Committee passed the Lieberman-Warner Climate Security Act (CSA) of 2007, a comprehensive climate change bill that would set mandatory caps on U.S. greenhouse gas emissions. This landmark vote brings us one step closer to passing national climate legislation. (See my previous post for more on the legislative process.)

November 1, 2007, may go down as America’s D-Day in the fight to avert the global warming crisis. A key Senate subcommittee just passed the Lieberman-Warner America’s Climate Security Act (S.2191) – a bipartisan bill to cap and reduce America’s global warming pollution.

The full Environment & Public Works Committee is expected to take up the legislation the week of November 12, so it could come to a vote by the end of the month. With this bill we have a real chance of passing a mandatory cap on emissions in this Congress!

Today Senators Joe Lieberman and John Warner introduced America’s Climate Security Act (ACSA), a comprehensive climate change bill that would cap and then cut U.S. greenhouse gas emissions. Capping emissions is a crucial step in the fight against global warming, and this bill may be the one that gets us there.

Senator Joe Lieberman (I-CT) has long supported national cap and trade legislation to fight global warming. In fact, he helped draft the first bill more than four years ago.

Senator John Warner (R-VA) has steadily warmed to the issue and has acknowledged the significant threat global warming poses to our environment, economy and national security.

As they announced this summer, they are now working together as chair and ranking member of a key Senate subcommittee to draft a comprehensive national global warming bill to cap and reduce America’s emissions.

Senate Majority Leader Harry Reid (D-NV) has already voted for a national global warming cap and trade bill. Twice, in fact.

And, as Majority Leader, Senator Reid has said all the right things, promoting global warming as one of the top 10 legislative priorities for this Congress and mentioning global warming repeatedly in press conferences and speeches.

However, the Senate has yet to vote on a global warming bill this year. In fact, no global warming bill has even made it out of committee, though Senators Warner and Lieberman have joined forces to make this happen.
